Law Debenture helps deliver landmark £2.4bn Royal Mail DC transfer

Around 100,000 members transferred to the Legal & General Master Trust in one of the UK’s largest defined contribution pension transactions.

Law Debenture Pension Governance has helped the Trustee of the Royal Mail Defined Contribution Plan complete the transfer of approximately 100,000 members and £2.4 billion of assets to the Legal & General Master Trust.

Completed in August 2026 across three carefully managed tranches, the transaction is believed to be the largest commercially tendered DC-to-Master Trust transfer completed in the UK.

Acting on behalf of the Trustee Board and working closely with the sponsor, Law Debenture Pension Governance provided independent governance leadership from provider selection through implementation. Its role included coordinating advisers and other stakeholders, multiple workstreams, overseeing risk and regulatory engagement, maintaining clear decision-making frameworks and keeping member outcomes at the centre of the programme.

The Trustee’s rigorous selection process included market review, training, workshops, a formal request for proposal and detailed due diligence. Legal & General was selected following assessment of governance, administration, investment, member experience, operational resilience and long-term strategic fit.

The transfer brought together legal, administration, investment, communications, operations and risk workstreams, alongside ongoing engagement with The Pensions Regulator, unions and other stakeholders. A clear governance framework enabled issues to be identified early, decisions to be made efficiently and the transfer to be delivered in a controlled manner.

The successful completion demonstrates the value of experienced independent governance in managing complex pension transactions at scale, while protecting member interests and maintaining stakeholder confidence.
